Sirius is handsy because he was constantly told that he'd be lucky to even be wanted for his body. As in, that was the only thing he was good for and he's never been able to shake that off.
Lily Luna one time had detention with Filch and he made her write lines except that he found one of those torture quills Unbridge used on Harry....
