The Lost...
Going by She/Her, Salted is a Cartographer from the lower city of the Crème Republic. 
Born to Black Peppercorn Cookie (her father) and Salted Biscuit Cookie (her mother), Salted grew up in House Peppercorn of the Crème Republic, while having a a exceptionally pleasant childhood, where she would spend time running around her father's boat and dock causing havoc for his crew.

During her childhood she met a younger Captain Caviar Cookie aged 10 while she was about 6,  and they became good friends. Until Black Peppercorn Cookie took his wife Salted Biscuit Cookie and Salted on a holiday to Parfaedia, but when passing through the Duskgloom Sea while a storm was going on. Black Pearl Cookie and Teriyaki Cookie caused the ship to begin to sink, which killed most of Black Peppercorn's crew and Salted Biscuit Cookie. 
Once returning to the Crème Republic, Black Peppercorn abandoned Salted in a orphanage in the Lower City, Since Salted reminded him of his deceased wife.
After Being Adopted By Moon Jelly Cookie, Salted grew up near the murky shores of Choco Mud Town in a pretty isolated area which was quite well developed. She grew up to work as a Cartographer. Which supplied most of the lower and upper cities maps for trade routes, and adventures, One of which was Captain Caviar Cookie and his crew.

The previous Elder of Trade...
Going by He/Him, Black Peppercorn Cookie grew up in House Peppercorn, he was given everything a child would want. And passed that on to Salted throughout her childhood, until his wife died. After abandoning Salted in the Lower City, Black Peppercorn attempted to rebuild his House which was falling apart only to lose his title of Elder of Trade. Trying to keep his house afloat, Black Peppercorn Cookie resorted to lying and scamming Lower City residents into giving him money to fund his "charity". 
Black Peppercorn Cookie does regret not being in Salted's childhood and about abandoning her, yet he is still twisted in thinking he can reach his former glory.

The Drowned...
Going by She/Her, Salted Biscuit Cookie was the positive influence in the Peppercorn household. Coming from House Scone, she was taught elegance and grace in ways better left unsaid, which caught the eye of Black Peppercorn Cookie and Salted was baked. 
But It was all cut short. After being flung off the boat by Teriyaki Cookie, Salted Biscuit was left to go soggy and eventually crumble into mere fish food in the Duskgloom Sea. She was among 25 cookies who died on that day, their legacies crumbled and swept away by the ever changing tides of Black Pearl Cookie.
With the positive influence gone, who was going to pick up the pieces of this broken heritage?

The Saviour...
Going by She/Her, Moon Jelly Cookie was the "Saviour" that came into Salted's life from when she was 10 up until now, Moon Jelly was the parent any cookie could have asked for. She cared for her children that she adopted (Salted and Sea Bunny) like they were her own, they may have lived in Choco Mud Town but Moon Jelly Made sure her children were well educated and loved.
And look how they turned out!
Salted being a well known Cartographer and Sea Bunny being a teacher, she couldn't be prouder! 
Yet Moon Jelly's goal isn't just to support and love her children, its more about finding out who left these poor cookies here in Choco Mud Town to rot rather than taking responsibility for their children. It makes her brittle boil... She is bond to find out what went wrong in these households and bring them to justice, for closure..
