The WF Grunts are fighting against the unknown enemy that was more dangerous than the atlas army. Attack Helicopters, Fighter Jets and pretty much heavy arsenal that was from the CDA wheee attacking them in air and ground.
Soldiers with assault rifles opened fired on the White Fang without the hesitation and many were dying without their aura protecting them.
WF Grunt 1: *Terrified* WHO THE HELL ARE THOSE GUYS!!!???
WF Grunt 2: *Terrified* THEY'RE KILLING US!!!!
WF Grunt 3: *Terrified* THIS GUYS AIN'T ATLAS OR- AAAAUUGGH!!!!! *Died*
Out of nowhere, A Tesla Troopers killed many of the white fang grunts and stolen paladin mecha. The White Fang Grunts are dying one by one. A-10 Thunderbolts are attacking many the ground WF forces and their building. Apocalypse tanks started rolling in with infantries and Light Vehicles.
Many WF Grunts run away from the chaos they're have witness. With that, The White Fang moral is crumbling and those who have witness has to tell their leader.

3rd Person Pov
In the Streets, We see a group of vale civilains watching five strangle soldiers arrested anti-faunus extremists from harassing two faunus girls.
Anti-Faunus: *Being beating up by US Soldier* AAAUUGGGHH!!!
US Soldier: Don't hurt anymore kids!!!
Anti-Faunus: *In pain* MY LEGS!!!!!
US Soldier 2: You're going to jail!!! For life!!!
Anti-Faunus extremists are not the only ones. Several incidents in vale caused alot of VPD to interfere, But they're were stopped by the Heavly armed soldiers with differents weapons and vehicles. So they're just left the scene.
This made the Vale Councils to asked Ozpin about them. Ozpin didn't tell them and so he called Kao.

3rd Person Pov
Kao:.....
We see Staring at the phone for a few minutes and.....
*Phone Rings*
Kao: [Phone] ちょっと、そこ。
Ozpin: [Phone] What?
Kao: [Phone] What did you need?
Ozpin was silent and began to speak.
Ozpin: [Phone] The Vale Councils wanted to see you in the meeting. They're started to get suspicion of us.
Kao: [Phone] Really? That's why you call me? I'm really started to get on my nerves and expected me to go to the meeting?
Ozpin: [Phone] Yes.
Kao: *Though* Those fucking vale councils wanted? I don't like it one bit scene I fear they're stab in the back. But I have no choice. [Phone] Alright, I'll been there. Give me an 6 hours.
Ozpin: [Phone] Thank you, I-
Kao: *Hangs out the phone* .... *Though* Don't care. Need more anime shit so that I can defeat salem and make her my maid. I need more soldiers, vehicles and pretty resources to strengthen my army. Many White Fang Recruits are gone and there resources are dwindling. But now immortal old man wanted me to be in the meeting. 💢💢

He takes his phone and called someone on the line and the call answer.
Tanya: [Phone] Yes Commander.
Kao: [Phone] Tanya, I got a mission for ya. It's pretty much dangerous for you.
Tanya: [Phone] What did you need?
