Dakota didn't get the chance to infiltrate the Seven before she ran into the first Supe who had looked her in the eye. And she immediately understood why Willow Hunter had called him a Superman on Steroids. Homelander cracked the pavement due to him hitting the ground so hard in front of her. Dakota watched with sheer annoyance at him blocking her way.
He was tall, dressed in a blue and red suit with gold accents. An American Flag fluttered from his shoulder blades. "You're desecrating the flag," Dakota said, meeting his frigid eyes.
Her instincts were screaming for her to RUN AWAY but she remained still. He had to know she was a threat too. There was an icy interest in his body language as he stared at her, head slowly tipping to the side as he looked her over. Dakota had spent years honing her appearance into making herself seem like a threat.
Her left eye was a dark emerald green, the right a sharp crackling electric blue. Fractal scarring from a lightning strike left shimmering scars crawling across her body all the way up to her neck. Power poured off her in waves, sheer intimidation on her side.

Homelander had never seen this woman before but A-Train had reported a woman with lightning in her hands when he had stuttered to a halt in front of him only minutes beforehand. With inhuman speed, he had checked the records for a woman matching A-Train's description with lightning abilities. None.
And here she was, as tall as him, with choppy blonde hair and steely eyes. Her chin jutted out as he took her in. I should laser her. The thought trickled through him and he thought about it before lightning surrounded her hands, crackling over the scars covering her body. "Try it and see what happens," she warned.
"Is that a threat?" An odd sense of joy crept through Homelander. Very few stood up to him unless they owned him, Stillwell one of them and Stan the other. "Do you know who I am?"
Her eyes flashed, the promise of the threat very real. "Some clown in a suit?" she offered coldly.
I want to kill her. But he liked that she bit back. Nobody bit back anyone. He could kill someone on 5th Avenue and be fine by dinner. Not that he would. Madelyn Stillwell would be upset with him. "I'm the Homelander," he gritted out. "Who are you?"
"Dakota Justice."
A sharp laugh burst out of his chest. "'Justice'?"
Her face didn't change. The lightning faded on her skin but the burning in the air remained as a reminder to him that it could be unleashed at any second. This was a predator just like Homelander. "You're coming with me," he told her and before the lightning could appear again, he grabbed her and took off.
They landed on the roof and Dakota Justice bolted back from him, her lips pulling back as she bared her teeth. "Come on," he goaded. "Strike me. If you miss, you'll hit the building and how many innocent people will you kill?"
Do it. Kill them. What can you do, pretty girl? She raised her fists, hissing through clenched teeth, "I don't miss."
