Mei is the absolute best possible choice. She literally calls her machines her babies and in every fanfic I read, she flat out doesn't give a damn about what society does and doesn't deem acceptable and that includes polycule. So if you want to make a harem, she's the best bet. Plus, it wouldn't be the first fanfic she built a breast expansion device in. So this pic is 100% possible in Canon.

Himiko is as crazy as they come and also a suitable harem maker. Barely. She's crazy enough to go along with the whole "robot children" thing and probably would act like a mom.

Saving Lady Nagant isn't as hard as you think. Izuku is around five years old and has memories of the future. Plus, he worked with temporal equipment before so it's not that far stretch to say he can make her young again. She's not a harem maker though. That said, she would serve as a much appreciated bodyguard.
