200 years ago the first child to showcase the ability of having a quirk appeared in Musutafu, Japan.
Japan amazed by this, wanted the child under the government's care so that they could teach the child to use their quirk for the sake of the people.
Yokohama wanted the child for their own personal use.
Japan refused saying that they were protecting the child from the public and using her for the safety of others. In the middle of the argument in between both sides, another Child was born with a quirk.
This caused a domino affect to happen all across the world not being limited to Japan.
This era of time was known as the quirk revolution.
Many children with quirks were born in Yokohama, and they were being used to separate Yokohama from Japan and become independent.
Yokohama started a war since they wanted the power of the quirks all to themselves and wanted to become an independent country. This war lasted 20 years until the first generation of heroes arrived on Japan's frontlines and changed the tide of the battle in their favor.
Japan afraid that more innocent people would be hurt decided on a truce stating that Yokohama could become an independent country as long as they gave the current generation of quirk users to Japan.
Yokohama although reluctant signed the truce, and not long after created a dome that didn't allow anybody in or out unless they had the government's permission.

Ochako's POV
"WHY DO WE HAVE TO LISTEN TO THIS HISTORY LESSON AGAIN. WE SHOULD BE OUT THERE DESTROYING VILLAINS. NOT IN HERE WASTING OUR TIME WRITING NOTES ABOUT SOMETHING WE LEARNED IN MIDDLE SCHOOL!!" Said the blond-headed boy with sparks of explosions on his palms while standing on his chair with his right leg on top of the desk ready to pounce out of the classroom.
"Bakugo you need to respect the desk and chair. This is the school property and also items that our upperclassmen and pro heroes have used," said the navy blue-headed boy waving his hands in a robotic motion.
The teacher in front of the classroom with a face that screams that they don't get paid enough to deal with the ruckus says in a groan, "Back to what I was saying. The first generation of Pro heroes were the founders of our School UA."
"That's why the Lesson was important Bakugo, since it is the curriculum and the school's founding history. Now that that's finished you can all discuss quietly and leave me alone." Mr Aizawa pulls out his yellow sleeping bag out of nowhere and wraps himself like he is some larva in a cocoon waiting for the right moment to become a butterfly. Although he lacks the energy to do so.

Ugh after that long lesson And Bakugo's tantrum, I'm way too tired to deal with my class. Especially since I have to use one of my many personas to deal with them; courtesy of my Dad.
Towards my right, there was a group heading towards my desk. Led by Mina and the other gossipers of the class.
"Hey, Uraraka have you heard about the Class Party after school?"
" Hiiii Mina, I haven't heard about any Class party taking place after school," I said with the biggest grin I have and eyes that scream naivety. The smile made my face ache; I have been smiling way more often ever since I started attending UA. My Parents wanted me to experience the outside world even if it was for a mission. They needed information on ability users and I just so happened to be the right age to enter all thanks to Uncle Mori's Pestering. I mentally rolled my eyes recalling his antics.
