Private Aichi Symbiosis Academy was originally an all girl school. But now it becomes co-ed all the girls are scared and now the school board permitted them to armed themselves with weapons. Thus the Supreme Five Sword Council is born. 
ZECT Organization creates a partnership with Private Aichi Symbiosis Academy for recruiting future ZECT Members. ZECT sent one of their Riders named Fudou Nomura as a transfer student to this Academy to recruit potential recruits. The Five Supreme Sword Council are one of the recruits for ZECT.
This takes place after the end of season one of Armed Girls Machiavellism. Where Fudou Nomura was kissed by his female rival KiruKiru Amou.

We see Fudou Nomura exited the Airport and he saw Souji who was waiting on his bike.
Fudou Nomura exits the airport, his usual relaxed expression slightly tinged with thought after his encounter with KiruKiru Amou. 
As he steps outside, he spots Souji Tendou waiting beside two motorcycles. The sleek, advanced design of the Rider Extenders immediately catches Fudou's attention. Souji, leaning casually against one of the bikes, watched Fudou approach.
Souji(calmly): Took you long enough. I was starting to think you got lost.
Fudou(smirking): I had to deal with a little... distraction."
Fudou glances back at the airport with a hint of amusement, clearly referencing the kiss from KiruKiru Amou.
Souji raises an eyebrow, but doesn't press for details.
Souji: I see. Well, distractions aside, we have a job to do."
Souji straightens up and gestures to the second motorcycle.
Souji: ZECT sent me to pick you up. Your heading back to Aichi Symbiosis Academy. So far you've found five potential recruits on your reports and the Headquarters agreed.
Fudou(thoughtful):Yeah I did. The Five Supreme Sword Council. 
Souji: ZECT sees potential in that kind of resolve. The Supreme Five Sword Council-those girls you fought- they're valuable recruits.
Fudou(chuckling): They're tough, I'll give them that. But recruiting them for ZECT? That might take some convincing.
Souji(serious): That's why they sent you. You've already gained their respect. They know your strength. They'll listen to you.
