Background info.: Not much is known about Vulcan's past except that he came from a similar living situations just as like every low class cybertronian and was inspired by Megatron's words and convictions of a new free Cybertron. He joined the Decepticons the first chance he could, eventually joining Starscream's Seeker Armada even though he disliked him. He joined the decepticons taking part in the conflicts with Team Prime. When Dreadwing joined the ranks in becoming Megatron's second in command he respected his way of commanding his fellow decepticons, in the way he speaks about honor and and loyalty earned his respect. When Starscream returned with the Omega Keys Dreadwing went to confront him over his brother's death, as he was about to kill him Megatron would shoot his spark spearing Starscream. After his death Vulcan was distraught and left the decepticons while Megatron used the Omega Lock to build his fortress on Earth. When hearing that Team Prime destroyed the fortress on Earth he would come personally to them and ask to join the team, with much doubt and little trust they would allow him to join but he would have to earn the trust of each member.
