Phi struggled as he was trying to escape from Mika grasp, "Come on, brother Mika! Can't you just let it go just for one more time?"
But Mika didn't listen and just keep washing phi's hair, seeing that he won't stop it, phi tried to escape it harder. Mika said to him in frustration, as he tried to not let him escape. "Don't you move phi! It'll be harder for me to wash your hair!"
Right now, velvet team including Mika, are currently in the palace bathtub. The bathtub can only be used for the four saints and his majesty only, but since Mika is one of the four saints. He can allow his teammates to take the bath with him. It also has bath for male and female separately, so Mika, Rokuro, eizen and phi are in the tub. While velvet, Eleanor and magilu are on the other side.

As for why, saturm has call Mika and his teammates to meet up with him, it's clear that he wants to discuss about the mission, and phi's punishment for disobeying the order. The meet has been planned at 1pm, so they have plenty time to tidy up themselves. Thus, they are currently being in the royal bathtub.
Seeing phi was trying to escape Mika grasp's, Rokuro tried to convince phi to stop struggling. "Well, we have been having rough time from here to there. You really do need to have a bath today, phi."
Phi pouted at Rokuro statement, complaining as Mika started to wash his hair properly. "But that would make my hair stuffy, so, I don't wanna..."
Hearing this, eizen pull out a bottle of shampoo that he brings along. And recommend to phi. "How about you tried my shampoo? It won't make your hair stuffy, and has good scent. Me and my sister had tried it, and it feels divine."
As he is taking its bottle out, it slipped out of his hand, and it has spilled all over the floor. Eizen clenched his head and screamed in frustration, while the others feel speechless at this sight. Since they know how bad his reaper curse can do, so they couldn't help but feel pity for eizen.
Rokuro put his hand on eizen shoulder in comforting him. "Don't agonizing over it eizen, we can just buy another one. Don't mind."
Eizen mutter in sad about his shampoo, didn't hear what Rokuro was saying. "My shampoo... my sister is going to kill me..."
Rokuro immediately understood what he meant and muttered in sweat drop. "Oh... your sister got that shampoo, didn't she?"
Rokuro then turned to see phi was quiet after a while, confused as he thought he would struggle more. Even Mika thought it was strange as he noticed his hesitation,
Mika asked phi in concern. "Phi? Is something wrong? You've awfully quiet just now."
Phi asked in hesitant, afraid what saturm is going to say to them. "Hey... brother Mika, do you think his majesty is mad at us? Because the reason he doesn't want us to use our special powers, is that he's afraid we might be targeted by demon army and the vampire, and he doesn't want to put our empire in danger. But I just screw it up big time..."
