"This meetin' is now in session. Now, all of ye pay heed to my words, this is important." The date is 02/28/1996, Kamanaki spoke from head of a wide table, where other members of his guild sat around him and waited rather patiently for him to continue his speech. "Now, I'm sure ye all know that just yest'erday, we apprehended a group of troublemakers ruinin' our plans!" From around the table and room, Kamanaki's assistants clapped in appreciation to his words, but his eyes darkened suddenly. "But... That ain't what this meetin' is about," Kamanaki uttered as he leaned back in his chair with a huff. "Earlier, I had Brent go diggin' into the case of that Pikachu we captured. Even had him interrogate a few members from the Mt. Moon incident." One of the personnel spoke in a gruff, low voice. "So, did you get the results needed?" Kamanaki nodded and spoke again, his voice a bit more audible this time. "Why, yes... Brent did uncover the needed information... But, the interviews also shipped us some new information regardin' the incident."

Another personnel spoke up, his voice young but deep. "Well, the documents are still going through the upload process. What was it about, anyways?" Kamanaki's eyes darkened further, his voice grew low again as he spoke. "We'll touch on that soon... Now, direct your attention to the topic of the Pikachu. We found that his name is Luico D. Bruffy." The other personnel had raised eyebrows, a sign of intrigue present on their faces. "Oh...?" One of the personnel spoke, "Luico D. Bruffy..." Another personnel spoke up, her voice more high-pitched than the others. "So I heard he bested over 100 of our men... I suppose that's a good reason for the $1,000,500 bounty." Kamanaki hummed, and leans a bit more forwards as he spoke out, "But I feel almost... guilty... If I knew what he did at Mt. Moon, I would've given him a higher bounty, yes?" This caused eyebrows to be raised amongst all personnel in the room, and one of them spoke up.

"Are you implying there was more he did at Mt. Moon than foil our plans?" Kamanaki nodded and slid an envelope out on the table from his haramaki sash. "According to one of the witnesses of the incident, Brandon, Luico not only bested everyone in maze tunnels of that mountain cave... But he also bested the boss' weakest team of Pokémon, the ones who separate the rookies from the intermediates!" Personnel from across the room were wide-eyed, mouths agape and breathing hitched. "B-But... There's no way a Pikachu would be strong... Let alone at that strength level!" One of personnel stammered, receiving a huff in response from Kamanaki. "That's true, but the reason of his strength is that he ate a Devil Fruit." While the baffled personnel were all of bickering and panicked confusion, a woman spoke quietly to Kamanaki's answer. "A Devil Fruit, you say...? But, you ate the Kama-Kama no Mi!" Kamanaki nodded and continued his explanation. "... Ye'd be correct, Kayla. But ye must know, there be more than one Devil Fruit in this world. Now, all of ye listen up!" The personnel stopped bickering and turned their heads to Kamanaki, patiently awaiting his next words. "I propose... We raise his bounty, and I ain't talkin' by a couple thousand or two... No, No— I say... We give 'em a real shocker..."

Kamanaki suggested with a toothy grin as he reached back into his haramaki sash and pulled a scroll. "This! Do ye know what this be?" He said, holding the scroll proudly for the other members to see. "This here scroll be a Bounty Confirmation Contract! We use 'em to fish out bounties to others we call scum. But also... They're used to raise bounties by a certain amount, and given approval - We'll have that kid's bounty raised for a hefty price! Ain't it deservin', especially after what he did to boss?" The other personnel blinked and nodded in agreement, much to Kamanaki's amusement. "That's what I like to hear! Now, we jus' gotta write out a check to auction for the kid's bounty to be raised. They say the highest biddin' number gets the cue! Now, the question be maimed... How're we gonna do this, and what kind of numbers are we biddin' here? The only rule is that it gotta be over $500,000."

One of the personnel raised a hand, "I bid $700,800!" Another raised a hand, "Oh yeah? Well, I bid $900,700!" Then another, "$1,000,700!" And another, "$1,100,000!" This went on for at least an hour or two, until someone blurted out the highest bid yet. "I bid $5,600,900!" Kamanaki looked Kayla's way with a grin. "I'll take it! We've got a winnin' bid for $5,600,900! High marks to Kayla!" The other personnel gave Kayla a round-of-applause as Kamanaki wrote down the bid. "There! We've got over $5,000,000 on the clock, let's see if headquarters will accept the bid. Meetin' Dismissed!" With that, the personnel all left the meeting room, and Kamanaki head off to the File Department to upload the bided contract.

[Hallway F - Celling Department]

Rows and rows of cells, all Luico could see were rows of cells. All containing prisoners who were likely captured by Team Rocket and left here until they do who knows to them. He looked at the clock- 9:58 AM, then back at the cell door. He tried punching the door open before, but it came of no use. Then he tried again using his devil power, but to no avail. Yes, he was mad that he failed to pry open a metal with his bare fists. Yes, he knew he'd need to try again with a different approach.

His Thunder Shocks were rather weak, and not like it'd do anything to a metal door. Gum-Gomu no Taser wasn't much of a help either, given it was just a weaker Thunder Punch with a 100% paralysis rate. "What am I supposed to do?" He mutter with a huff as his brain shifted gears to get an idea, but none came to mind. He ended up spending the next two hours attempting and failing to escape his cell, while also brainstorming better ideas. It almost seemed hopeless, like he'd run out of ideas to keep him fresh and ongoing. But, he wanted to try one last thing before he'd officially give up. So Luico got up from his "bed", and walked over to the metal door. "Gum-Gomu no... Iron Rubber." Luico spoke and his fist gained a metallic shine, tough like iron. He stretches back his forearm and swings it forwards like a slingshot towards the door. "Gum-Gomu no... Brick!" His punch was successful in denting the door, even snapping one of the hinges keeping it up. "Now's my chance...!" Luico whispered to himself and stretched back his leg, coated in electricity. He then swung it towards like a slingshot, busting the door off its hinges and with a hard smack on the ground.

"Yes! Free as a honey bee! Now, I just gotta find my friends—" A voice cuts Luico off as he glances to see a guard rushing his way. "You! Stop right there!" The guard then pulled out his walkie-talkie and spoke clearly into it. "Chief! Prisoner: D. Bruffy has escaped confinement! I repeat, Prisoner: D. Bruffy has esca—" The guard, presumed masculine, was cut off by Luico's hard fist striking him in the jaw. The guard fell over unconscious as Luico crept pasted his body and ran off. [Meanwhile with Kamanaki]: "Captain Okagishuri!" Spoke a panicked Grunt as Kamanaki turned to him with an annoyed look. "What do ye want? I'm quite busy at the moment here." Despite his gaze, he spoke quite calmly as he waited for the contract to register in the system.

"Prisoner: Luico D. Bruffy has escaped confinement and is running around the facility!" Kamanaki eyes widened with shock, and he leapt up to the Grunt's height and brandished his sharp claws at him. "What?! There's no way he could've gotten out, those doors are made of pure steel!" Kamanaki let a low growl and leapt off the counter. "Do you understand why that kid was locked up in the firs' place, ye snood?" The Grunt seemed puzzled and asked, "Why'd you call me a snood—" "— Cuz that's what yer hairline looks like, now listen up! 100 men were beaten by that kid alone. But I swear, those cragged-face, wrinkled bucket, bag worms couldn't even beat the weakest of Geodude... On top of that, boss' weakest team was beaten by 'em."

The Grunt shivered with widened eyes, and spoke with a hushed voice. "What!? Even us rookies can't beat them!" Kamanaki growled with a sigh and started walking to the Security Room. "Well, what did yer dumbass expect? Walkin' in there with a damn Rattata and expected to win against Pokémon 11x yer power? What hope is there for ye idiots?" The Grunt sweat-dropped at the brutally honest truth about he and his fellow rookies, and by a MEOWTH of all things. "A- Aye-Aye... Captain Okagishuri..." The Grunt watched Kamanaki run off to the Security Room in a hurry, and he let out a tired sigh from being humbled by a literal house cat. Meanwhile, Kamanaki sat in an office chair in the Security Room and turned his attention to the intercom. "Oi, we got a Code: Escapist on our hands, ye'll hear!?" Kamanaki shouted into the microphone as the intercom cut on. "Prisoner: D. Bruffy has escaped confinement and is running rampant around the base! Track him down at once, 'else this base'll be in shambles!" Kamanaki warned over the intercom, which multiple personnel of the base scattered off in every-which direction to try and find Luico. "Whoever finds and returns that little prick to his cell will be gifted 25% of his bounty reward!" Those words only motivated the personnel further in capturing Luico, but surely, this wouldn't cause a more civil uproar to arise in the base, right?
