In fully fleshed out and interesting stories that pull at the hearts of your audience you need to have, not just good, but GREAT characters who are compelling, interesting, and relatable. If a character isn't these things then the audience doesn't care about the characters and they stop reading the book. You need to make your reader care about your characters because the characters are the windows to the story. If you want to look outside but your window is dirty and you can't clean it you just give up trying to look outside. The same logic applies to writing stories.
When writing characters there's two parts of them you need to flesh out. You need to flesh your character out Physically and Mentally. Physically fleshing them out is determining things that are visible to other characters and stuff they can't control. Mentally Fleshing them out is determining their personality, growth, and relationship to other characters.
