The Hero Public Safety Commission was the most well known law enforcement agency in all of Japan, responsible for managing the interactions between Heroes and society as a whole and for investigating the most dangerous cases of criminality around the country.
Being governed, on the outside, by a committee of non-Heroes- the Commission "strived" to improve the balance of influence between Heroes and regular members of society. The Hero Commission was amongst other things a criminal investigative organization and responsible for many Hero-related matters, including the Provisional Hero License Exam. They worked closely with the Police Force to coordinate Hero teams or sending Heroes individually to investigate and solve dangerous cases.
So in simple words The Hero Public Safety Commission had a reputation that preceded them, one which was slowly crumbling from the inside out over the years.
The president of The Hero Public Safety Commission, Tsunagu Hakamata, sat in her office, her sharp eyes scanning the files spread out across her desk.
On it were five files in total, each one holding the details of the renowned vigilantes she had been personally and quietly observing for the past two years. These vigilantes were individuals who operated outside the law, their presence in society illegal but their actions spoke volumes.
Stain. Rhythm. Shadow. Vixen. Hex.
The first file, Stain, was pushed aside almost immediately. "Psycho," she muttered under her breath. Stain's actions were erratic and extremist, driven purely by his twisted ideology rather than any true sense of justice. He was not someone she could control, nor someone she wanted involved in her plans. He was skilled but his metal stability and antics were not something Tsunagu Hakamata whished to deal with.
That left four.
She opened the second file, Rhythm. His vigilante work was clean, efficient, and calculated,all the boxes checked out yet there was still something about him that lacked the spark she was looking for. He didn't have the raw impact or unpredictability of the others nor did he seem to do anything ground breaking despite his already grown age. After a moment of thought, she slid Rhythm's file to the discard pile as well.
Now, it came down to the remaining three: Vixen, Shadow, and Hex.
These three intrigued her the most. Not only were they obviously young but they were all different. Each had qualities that made them valuable for her purposes. They all had made waves in their own right, capturing the public's attention almost instantly-whether the authorities admitted it or not.
This had immediately prompted her interest in them. Tsunagu Hakamata had a plan, a plan that required a set of individuals such as themselves.
The woman leaned back in her chair, tapping her fingers on the desk as she considered her next move. She had initially wanted to start with only one person but after much deliberation she changed her mind and had decided to chose the three simultaneously.
Across from her sat Keigo Takami-better known to the public as Hawks-along with two of her most trusted agents, Reiko Sato andHaruto Takagi.
Only a few people in the entire commission were in on what she was planning, and they were all sitting in this room.
Haruto was a tall man with sharp features and a no-nonsense attitude while Reiko Sato was a calm and collected woman known for her meticulous planning. Both were handpicked by Tsunagu to be part of this secret operation, and they knew the gravity of what was being proposed.
"Project Angel," she said quietly, breaking the silence. "It's time to move forward."
Hawks, in his civilian clothes, leaned forward, his sharp eyes glinting with interest. "You're really going to pull these three into it?" he asked with a curious tone and eyebrows raised.
