Seraphon meets with Lysander and the human delegation in a tense diplomatic summit. The High Human explains that they have watched over the world from afar, waiting for the moment to intervene. Now, with the Void stirring once more, they believe the world is at a tipping point. Seraphon offers the alliance of the High Humans in exchange for one thing: absolute authority over the governance of all races.
The offer sends shockwaves through both the human and vampire courts. Many believe this is the only way to end the wars and stave off the rising tide of the Void. Others are deeply suspicious, especially when Seraphon reveals that the Valdren may have been pawns in a larger cosmic game, manipulated by forces even older than the Void itself.
Lysander is caught in a web of impossible decisions. To accept Seraphon's offer could mean peace, but at the cost of his people's freedom. Rejecting the High Humans, however, could doom them all. As the council debates, whispers of rebellion grow among the more conservative vampire lords, who believe the High Humans represent a new form of tyranny.
