Tokugawa Fukuda was born on June 21, 1995 in Narashino City, Chiba Prefecture, to Kentaro Fukuda and Sakurai Matsuda. From a very young age he proved to be an extremely responsible, intelligent and reasonable prodigy, being almost advanced in many subjects, including history or linguistics. At the age of 4, his younger sister, Haru, was born. Since childhood, Tokugawa had a great fascination with military strategies and battles, which is why he watched the Senshado battles on television. However, as he grew older he realized how the strategies were less and less original, how commanders used the same strategy over and over again and how the Nishizumi style dominated senshado, something that began to bother him, as he felt that oppressed the others who used it (and they ended up being right). This would change with the arrival of the 63rd Senshado tournament and Oarai's victory, which raised his hope that the Nishizumi style would finally fall out of use, but it did not. One of the things that bothered him the most was that Chihatan (who was in his same city) used the same banzai charge strategy, this made him lose more and more faith in the sport, wanting to do something to make things different. For this he prepared himself, studied strategies and created his own. Using knowledge he gained from his years of studying and reading, he created strategies against all the schools at the time, including one to defeat Kuromorimine (In fact, Haru questioned the charging strategy that Tamada had suggested, thanks to Tokugawa's influence) .

By the arrival of 2014, the first mixed tournament would be held, an opportunity that Tokugawa was obviously not going to waste. Using a Ho-Ri tank destroyer as his own, as this was the one with the best armor and firepower of those who arrived, he introduced himself to Kinuyo, showing his passion for improving the entire school. This charisma, passion and a certain pride in his intelligence in a good way ended up liking Kinuyo. At the same time he would reserve a better tank for Haru, reserving a Chi-Ha Short cannon so that his younger sister would have a better tank than the Ha-Go. At the time of making the strategies when Tamada suggested the charges, Tokugawa would get up and with a samurai sword that another of the new boys lent him, he would cut the graph that Tamada was making. Given this seriously and without caring about Tamada's comments, he proposed his strategy, a pincer strategy with front loading, the heavier tanks would go to the front, but this is just a distraction to make the enemies believe that they are going to receive a burden. banzai, when in reality there are two formations advancing on the sides of the map, flanking the enemy formation, forcing it to attack on three fronts. In addition to strategies based on the different principles and rules of Sun Tzu's art of war, including attacks, defenses, retreat. This plan, along with Tokugawa's extensive preparation, would surprise many, including Kinuyo, who approved of Tokugawa's strategy. This strategy was a success to the point that in the second round of the first mixed tournament he managed to defeat St Gloriana, by making the British trust and lower their guard against the other three formations (Since Chihatan also attacked from the rear) . However, Tokugawa would meet his rival in the semifinal, in the fight against BC Freedom, facing the AMX-13 of Jacques Delacroix, a commander who had managed to bring democracy to the team to solve the problems between factions and who managed to get them to cooperate. in a fantastic way. This fight between Jacques and Tokugawa, although the Japanese won, left his Ho-Ri damaged, in the end Chihatan would obtain a pyrrhic victory. In the final fight against Oarai, Tokugawa would attack from several points and not in front, taking advantage of Chihatan's numerical superiority and that Oarai defended instead of attacking. The combat was the longest up to that point, lasting 20 hours, where Tokugawa managed to eliminate Team Leopon, Team Hippo, and Team Wolf's IS-3, all while Kinuyo used a deception strategy, using the M41A1 Walker. Chris's Bulldog (an American and one of the new boy commanders who arrived for the first mixed tournament) managed to make Oarai believe that the main Chi-Ha was commanded by her, in the end Chihatan would win a tournament for the first time, becoming the first champions of the mixed era. During this time Tokugawa would become a friend and someone of great confidence to Kinuyo, helping her with her self-esteem problems and with her sick mother (Since here Kinuyo has her mother with a terminal illness). This, added to the fact that he was the architect of Chihatan's victory, made Kinuyo end up loving him over time and becoming his partner.

In the following tournaments he would be able to defeat great commanders both strategically and in one-on-one single combat, managing to equal Wolfgang, Dimitri or commanders prior to the mixed era such as Nonna or Maho herself in the third mixed tournament using cunning (and the help of Kinuyo, who was already in a Tiger I, or "Heavy Tank No.6" for those who are from War Thunder). With the new organization of the Senshado proposed after the fifth mixed tournament by Wolfgang Amadeus in Kuromorimine, Tokugawa became commander of the Chihatan ground division and together with Chris Adler he founded the "Okinawa Legion" battalion that was both elite and tanks. other nations and Japan after the Second World War.His personality, although confident and proud of his abilities as a commander and strategist, is not arrogant and learns from his mistakes quickly. He is also an understanding being who protects those he loves without hesitation, especially those closest to him such as his wife Kinuyo and his younger brothers Haru and Hiro. If he wins with a lot of ground, he can celebrate energetically in front of his opponents, although he does this with the aim of being defeated since he always looks for the best commanders of each, facing them one against one as if he were a duelist. This is due to his great sense of honor where he encourages his opponents to fight with their full potential. His danger would increase after the eighth mixed tournament where he would get a Ho-Ri 3 with a 149 mm cannon, now being able to instakill many medium tanks and even some heavy ones.
