What planet used to have many pokemon, but.... was struck by an astroid and reshaped into a different planet.
The former "GAIA" now called "Opolus" has new continents and other islands. While many pokemon survied.... many others, didn't.

The land wasn't split evenly.... which wasn't the best thing, however though.. given the situation at the time. It wasn't really a problem.
The umbreons used to have 85% of the sylveon's territory (due to the sylveon's neutral stance). And a piece from the jolteon's, the island near the umbreons were also ex-umbreon territory.
flareons used to have a border that bordered them with leafeons however after the events of the "Second Eeveelution war" the glaceons have by then cut them off from wrecking havoc among the leafeons (of whom are also neutral). Jolteons used to have the smallest territory and numbers as they had Quality over quantity, which however made them too cautious as their numbers can be wiped out in a near instant. They gathered up their thunder stones to use only in the event that an eevee choose to become part of the army.
However this made the jolteons DEADLY when the nation near them is distracted. They used hit and run tactics and bliztkrieg to bulldoze over their enemies, thus gaining the territory and borders they now share currently. Their cautiousness is nullified when faced with having to protect the innocents, which the soldiers don't flee but hold.
Espeons are the peacekeepers, kinda like the UN but not a joke as they..... actually disrupt others for going to war. They decisively forced a blockcade, cutting supplies from everyone except the espeons and those who aren't in the war. They also don't hesitate to shoot down planes attempting a forcefull supply run. The region that is surrounded by jolteons rather acts as a hub for the union between the two as per "The treaty of materiality".
