The Avengers were officially divided over the Accords, with Steve Rogers opposing them and Tony Stark supporting them. Eventually, Stark, James Rhodes and Vision signed the Accords while Rogers, Y/N, Natasha, Pietro, Sam and Wanda refused to do so. The United Nations arranged a formal ceremony at the Vienna International Centre in Austria to ratify the Accords. Among those in attendance at the ceremony were Romanoff, King T'Chaka of Wakanda, his son, Prince T'Challa and Y/N who decided to go to plead his and the others cases to try and drop the Sokovia Accords.

News Anchor #3: At a special United Nations conference 117 countries have come together to ratify the Sokovia Accords.

T'Challa wears a sharp suit and stands, looking through a glass wall.

T'Challa: I suppose neither of us is used to the spotlight.

Natasha: Oh, well, it's not always so flattering.

T'Challa: You seem to be doing alright so far. Considering your last trip to Capitol Hill... I wouldn't think you would be particularly comfortable in this company.

Natasha: Well, I'm not.

T'Challa: That alone makes me glad you and Y/N are here, Miss Romanoff.

Y/N: Why? You approve of all this?

T'Challa: The Accords, yes. The politics, not really. Two people in a room can get more done than a hundred.

King T'Chaka: Unless you need to move a piano.

T'Challa: Father.

King T'Chaka: Son. Miss Romanoff. Y/N.

Natasha: King T'Chaka. Please, allow me to apologize for what happened in Nigeria.

King T'Chaka: Thank you. Thank you for agreeing to this hearing. I'm sad to hear that Captain Rogers will not be joining us today.

Natasha: Yes, so am I.

Man on speakers: If everyone could please be seated. This assembly is now in session.

T'Challa: That is the future calling. Such a pleasure.

Y/N: Thank you.

Y/N and Natasha goes.

King T'Chaka: For a man who disapproves of diplomacy, you're getting quite good at it.

T'Challa: I'm happy, Father.

King T'Chaka: Thank you.

T'Challa: Thank you.

During the meeting, T'Chaka gave his own speech to all of those in attendance.

King T'Chaka: When stolen Wakandan vibranium was used to make a terrible weapon, we in Wakanda were forced to question our legacy. Those men and women killed in Nigeria, were part of a goodwill mission from a country too long in the shadows. We will not, however, let misfortune drive us back. We will fight to improve the world we wish to join. I am grateful to the Avengers for supporting this initiative. Wakanda is proud to extend its hand in peace. Now, Y/N L/N will like to add a few words of his own.

Y/N gets up and approaches the bench and shakes hand with King T'Chaka and addresses the people in attendance.

Y/N: My name is Y/N. I disown my last name after I ran away from my abusive family... which is the reason I became Red Hood. Now, I came here today to try and plead my case not for me but for the Avengers. Yes, I'd be the first to admit we made some terrible mistakes in the past but through those mistakes we tried to improve ourselves, just like Steve Rogers said, "We may not be perfect, but the safest hands are still our own". Now, let me ask you all something, let's say we agree to sign this and we officially work for the government, in about two to three years' time, that government will one day become corrupt. Take Washington DC for example, that happened because of high-ranking HYDRA agent that were within S.H.I.E.L.D. and they wanted to eliminate targets who they deemed threats. How do we know that won't happen again? We don't know, and when we do find out, it's going to be too late.
