The world as we know it has fallen.
Every country is at war with one another. Rebellions rise, some against the fighting world leaders, some against each other. Soon, in this place ridden full of death and despair, we would all fall too far to be saved.
Dangerous percentages of the human population perished, all due to disease or starvation, betrayal or war. The stock markets plummeted; leaving money to be less valuable than the material it was made with, the new market evolving to trade as our ancestors had once done. In due time, only twenty-seven percent of the human populace would remain.
Emerging from the depths of terror that filled nearly every survivor, rising from the dry ashes of the once united nations, a new leader was born.
They called themselves "The Elites", claiming to have the supplies and the manpower to assemble the survivors and build up the government for a new empire.
And the Elites hadn't lied. Within the next decade, all of the survivors were concentrated in a portion of what used to be called North America. Not questioning the Elites' newfound authority, the citizens of the growing empire are placed into districts, set up like a miniature state in itself, a main city stationed at the each center. The people soon flourished; each of the seven districts a solitary society. The Elites gave them their freedom, watching over their thriving empire from the Capital.
They all found the ease to live in peace, and when a problem arose; the Elites were quick to eliminate it, desperate to preserve the tranquility. The issues went unknown to the common people, the government dousing all attempts for a rebellion the citizens didn't need. They lived quietly, prosperously; not knowing how truly dictated their lives were.
For centuries, humans lived in peace.
And now, nearly seven hundred years later, the Elites' main goal is still intact. But as technology advances, the people advance even further, feeling they can exercise more freedom. The Elites threaten those who question the ancient system that has kept the districts united, prosecuting anyone who wouldn't change their ways to follow the government's wishes, the government's idea of normalcy.
All the while 'dealing with the problem', only those who have become the problem know of it. The Elites do everything within their abilities to snuff out talk of rebellion, knowing exactly how bad it will tear apart the human race if the past was relived. Sometimes, the necessity showed to cleanse an entire district, leaving nothing but the pristine sidewalks, claiming to the surrounding citizens that disease had simply taken its toll too quickly to have been prevented.
And the people didn't doubt their word, never having any reason not to have trusted them before.
But as diversity grows, there is less and less that the Elites can do to discretely deal with the surfacing problems. Deciding to expose their century-old secret themselves before someone has the chance to snitch; they come up with a new system.
"All those who do not follow the normalcy of the government lead by the Elites shall, and will be, hereby under the law; captured and questioned. You will be given one chance to change your ways before we resort to physical punishment under your act of disobedience."
This is stated 713 years after the Elites rise to power.
Most everyone had no ideas as to why the Elites would publicize such a statement, understood only by those who were targeted.
The eccentric. Homosexual. Disabled; both physically and mentally. Those, along with anyone and everyone else who disrupted the government's version of 'normalcy'.
Little did they know; that is just what the Elites themselves were doing; becoming the ones they claimed to try so hard to fight against.
