OK, so you have your base. Now you should put effects on it to make it look swag. You could put your effects before or after you put your text on, but for now we'll do effects before.
PicsArt would probably be the best app for effects because it has so many and you can edit the effects. Some effects it has are twilight, vignette, warm amber and lomo, but there are tons. PicsArt also has masks, lens flashes and lights, also some other effect stuff. Textures also work sometimes.
When you add effects to your cover, remember to make sure the picture is still recognizable. Don't make it too dark or light, or block it out.
If you find an effect you like on your cover, remember it, but keep looking at other effects, just in case there's one that's even better.
