50 years in the future...Same sex couples have become extremely popular and have caused a decrease in reproduction rates. Infants are rare and because of that couples are turning to adoption agencies. Most of these agencies house teenagers and children that are in a infant and toddler mindset . But what the public doesn't know is it is the Regression center that makes them that way. The public thinks they are normal kids who either choose to act like this or are kids who are born unable to grow mentally.
Regression Center: Secret Government funded agency that regress children and teenagers for the sole purpose of selling them through auctions to couples who want an infant and toddler like child and are unable to have their own.
