This is another popular Japanese urban legend.

There was a school girl who committed suicide by falling of a bridge. She landed onto a train track where she was soon ran over by a train, therefore splitting her body in two.

Now, her vengeful spirit drags her upper torso, carrying a scythe or another weapon, looking for her other half. She is called "teke teke" because this is the onomatopoeic sound of herself dragging her body against the cement.

When she sees an innocent victim wandering the streets, she will speed up to you and cut off the innocent victim's body in half, mimicking her disfigurement.
