1. GENRE
Decide on what genre your story is going to be. This can be a major help knowing the genre, because is it is going to be an action story, you would want to have a strong and powerful name and personality, and if you are writing a horror story, the creepy characters are more likely to be effective if they have a creepier name and personality.
2. PAST
Delve into your character's past. What made them the person they are today? Is there something your character wants to hide? Was their childhood relatively normal or did it have some kind of unrealistic aspect? Write an autobiography for your character, and if you want to include some of this in your story, make some short memories for your character. Don't be afraid to change your character's past to suit your story. Just make sure to change some parts of your story that may stick out once you've changed it.
3. MEMORABLE
Add something to your character to make them memorable. No-one is going to remember your average kid living down the road. People might, however, remember the kid living down the street who had a lightning shaped scar on his forehead and was a wizard. If you didn't know, that was Harry Potter, and one of the most famous children's books. If you haven't read it, go read it.
4. DETAIL
Creating your character, don't add too much detail to begin with, as you may lose interest in your character. Add the basic stuff, like hair colour, eye colour, name ect. and when your character is 'living and breathing' then add the extra things like favourite colour, music tastes ect.
