The reason Italy Venciano (N. Italy) is always care free is because he's still broken that Holy Rome is gone. And when he found Germany he knew Holy Rome never left him.
And Romano is always so protective of his brother is that he is worried that Germany is going to brake Italy's heart just like Holy Rome did.
