It's allowed, but I recommend you to don't make tattoos if you're planning to live in Japan and consequently work in Japan.

Why??
Because the companies dislikes people with tattoos, they think tattooed people are "bad influence" and they were in some yakuza or something.

Anyway, tattoos aren't saw as a good thing in Japan.
