Some live in the Underworld. They live there because they can't change their form (for example, Abandoned by Disney, he doesn't have a human form). The other more main ones (i.e. BEN, Jeff, EJ, Slenderman, etc) can live in the human or Underworld. Mainly, the lost episodes pastas live in the Underworld.
