This part comes from a little moment mentioned by Eadlyn in The Crown where Maxon had once barged into the Women's Room while it was raining so he could dance with America. I don't think it spoils anything if you haven't read The Crown yet so enjoy!

I was in the Women's Room with Marlee, Lucy, and Eadlyn when Maxon burst in.
"Maxon, what on earth-?" I began since men, even the king himself, are not allowed in this room without my express permission.
With winded breath he said, "No time to talk, come with me." I nervously got up, worried that bad news was coming. I took his hand as he led me out into the hall.
"Maxon, what's wrong? Are the children okay?" I was beginning to panic. He wrapped me up into a hug which he often did when I was nervous because he knew it would calm me down.
"Nothing's wrong. But it is raining," he said.
"Raining?" I said.
"Yes and I want you to dance with me."
Then it hit me. Of course he would want to dance in the rain. I thought back to that fated day on the rooftop when my love for Maxon became clear. "You goof," I playfully swatted his shoulder, "I thought the whole country was burning down! But you just want to dance."
"Yes and I want you to do it right here right now with me." He held his arm out. Seeing his hopeful expression on my face immediately melted me and I followed his lead. Soon we were on the fourth floor and headed to a very familiar parlor with a very familiar fireplace.
He hit the secret latch and we went up. Just as it was he first time, a wall of rain awaited us behind the door when he unlatched it. This time, though, I didn't hesitate and went straight into the downpour pulling him with me.
"Remember the last time we did this?" He asked.
"I do," I said as I put one hand in his and the other on his shoulder. "I never told you before, but the last time we did this became the moment I knew my love for you was certain."
He froze. "Really?"
"Yes. From that moment on I knew I couldn't let you go, that I wanted you by my side for the rest of my life."
"It's funny," he said, "because that moment was when I realized I would never let you go."
I looked up at him and saw all of the love, all of he hope. Just like that other time, he put both hands on my face and pulled me in for a kiss. The sound of the downpour washed out all of my worries and troubles.
For now it was just me and him and the rain.
