You can't publish what isn't finished without passing it off as some kind of social statement; an unfinished swan, per say. Which only really works if your story is as elegant as that of a swan to begin with. Unfortunately, I do not write stories of elegance so I could never use this excuse without backlash. Though, I could just make it a "finish it yourself" story.
