This is going to be a step-by-step hair tutorial for single strands of hair:) (please ignore the braid, i decided not to draw that one☺️)
1. Draw the outline of the strand

2. take the lightest colour and draw quick short lines from the top of the strand but not to far down. Don't press on the pencil, just lightlly brush it against the paper. Do the same at the tip of the hair. always draw in the direction the hair is growing (up->down). That counts for almost anything you draw (Hair, lashes, trees, flowers,...). Then, do only a few lines in the middle part, or, where you want the highlight to be.

3. Do the same thing, with the same colour, but now adding pressure to the pencil.

4.Do the same thing with a slightly darker colour, but don't go as far down as with the lightest colour. But remember, there are always some darker strands going through the highlights.
