First off, have you seen my covers? They're terrible. I had my friend make a few for me (shoutout to Karina) because I suck so bad.
But, you guys asked so I have to answer.
TIP ONE
First step to making covers, do not use two different swirly fonts. It looks chaotic, messy, and above all, shitty. Here's what that would look like:
See how ugly? You need to make sure you have a "base" font. It would be just simple, straightforward font.
That looks better.
Now, you can always use the same font too.
Also, to add a glossy effect to my covers, I use -voidallison 's template. This is what the photo would look like with the glossy texture over it.

Picking a photo is also extremely important. The photo, obviously, has to be good quality. I normally go to Google and search "[actor/actress/whatever] photoshoot" for photos.
Scroll around until you find a desired photo. The photo should be around the size/dimensions of a wattpad photo cover.
I really suck at descriptions so below is a video of me making a cover for my friend. I went pretty slow so you can follow along.
