World Notice: State of Emergency!

He came into the room, fashionably late as usual, but it was only protocol for him. He strutted to the table, flipping his hair glamorously.

"France, sit down." A gruff voice called from across the table. It was Germany. The Frenchman sat down, feeling slightly ignominious. He noted, as he did so, that Germany seemed...tired?
Maybe something was just going on in Germany and it was none of his business, so it seemed so inconsequential, he decided not to let the question out in the open.

France glanced about the room, many chairs were empty, there were few filled. Those present included Germany, Prussia, Japan, China, Russia, India, Brazil, Turkey, Hungary, Romania, and himself.

Germany shifted in his chair, and cleared his throat, making everyone glance at him.

"Is this everyone you wanted here, Preußen?" He asked to the Prussian sitting next to him.

Prussia narrowed his eyes in scrutiny, shaking his head with a side frown. "No, but, this is all we need." He stood up, "All right all you World Powers, also, Hungary, and Romania! Listen up! I have called a World Notice for a State of Emergency!"

Everyone was quiet, silently goading Prussia to go on. They were confused, State of Emergency? What kind of issue called them to this? If this was a World Notice, why call on only them? They waited expectantly, each feeling a different burden of emotions.

Prussia took a piece of paper from his shirt pocket, and unfolded it, slamming it down on the table. "Yesterday afternoon, August 22nd, I was downstairs in Austria's basement, updating my awesome blog as usual, when I received a call from Denmark. He inquired if I knew the whereabouts of America, and I said no, I hadn't seen him. Denmark promptly hung up after that, but the thought stuck in my mind: Where was America?"

Prussia paused for a moment, waiting for any commentary, however, when he was only met with silence, he continued.

"It was then I was interrupted by the Little Master's piano playing, and went upstairs to give him a piece of my awesome mind. Austria seemed to know I was brooding about something, and asked me about it. After telling him, he suggested I call England to ask him."

Romania frowned, "I don't get it. What's the problem?"

Hungary shot a glare at the Slavic nation, "He's getting to that! Let him speak!" She hissed.

Prussia sighed, he knew it was a bit out of character for him, but he couldn't have a fight break out now, so he quickly spoke again. "Anyway, I called England. He also had not heard from America in quite a while. He had to end the call, said there was a knock at the door. I heard him set the phone down, and I went back to the basement, throwing my phone onto my bed. I went back to my blog, but...around twenty minutes later, I heard a yell, coming from my phone, which I had forgotten to hang up. It was accompanied by another shout, then....a gunshot."

"A gunshot?" Japan asked, furrowing his eyebrows.

Prussia nodded, and showed the paper to everyone. "I didn't get much, but I managed to remember some of what I heard. I wrote it down on this paper. Now, I know for a fact England doesn't like to use guns, he's always preferred his swords and axes and such. Ever since the old days. And there's no doubt about it, I heard America's voice! America owns several shotguns and rifles, and not only that, but his voice fell like, three octaves when he shouted at England! I don't know about you guys, but I wanna know what the hell is going on here!"

For several moments after Prussia's outburst, it was quiet. Until Japan slowly raised his hand, in the special way he and Italy did.

"Ēto...watashi..."
