To determine the better villain, we have to break it down into parts:
Followers
Creepiness
Why they wanted the main character to die
And how the final war ended (I know both had them)
Voldemort vs VulturyFollowers
This is easy to determine. Based off of the over view shots of the battles we come out with...Voldemort wins this one.
Creepiness
That is a hard thing to mediate, because it varies depending on the person, so I'll go off of myself. I'll admit the Vultury did creep me out, they were very shadowy and secretive. Voldemort's transformation was creepy, we can all agree, but after the scene with Harry, it spawned no nose memes. Those killed it for me.Ok twilight, I'll hand it to you. You win.
Why did they want to kill the main character
For Voldemort, it was because Harry was either destine to kill him, or he was destine to kill Harry. He wanted his terror to reign over the wizarding world like it once had.
The Vultury wanted to kill Bella because she was human, and she knew about vampires. I'll admit it's better than world domination, witch is kind of over used, but really? She was human and she knew about vampires... In twilight, vampires die only by burning them, so in a fight, Voldemort would win. Vampires do have unique powers with are kind of cool, like giving the simulation of pain. So in conclusion...
A tie.And lastly...
How the final war ended
In Harry Potter, the final was ended with a very nicely animated wand lock, and wand lore toke over (the owners wand can't be used to kill them) which lead to Voldemort being destroyed, since Neville cut off naginis head, and more nicely animated things happened.
In twilight (books) it ends on a hand shake or no fight. In the movies it's a battle, but I don't think any of the good characters died (it's been awhile since I watched the movies).

Harry Potter was slightly better, but Twilight put up a good fight. I'll throw you a bone Vultury, I'll throw you a bone.
