First, Twilight.
Forks, Washington is a real place in the USA. So you can go there and have fun, even though it was filmed in Oregon. The only problem I have is that it's real. Twilight fans will flock there to see the place there favorite book was set, and the people who live there will have to deal with the constant attention and drama. That's the problem of making your setting a real location. Sure, the state could be real, but any more specific and chaos breaks loose. The reason I like Harry potters setting better is because it's not a real thing. People can dream and imagine going to a school like Hogwarts, and dueling others, making potions, stopping evil etc. it's not a place you can go then get disappointed by what you find. Besides, making a whole new place that functions is a lot of work.
In my opinion Harry Potter is better.
