Do you ever complain about your parents? Do you ever claim that they're psychotic? Well, whatever you're complaining about, it's nothing compared to what Lucy has had to live through for twelve years of her life.

For one, her whole existence was a secret most of her life. No one knew who or what she was, earning her nickname; Phantom. 

Secondly, her parents are among the worst of Gotham's infamous psychos. None other than the clown prince himself and his lovely (I wish you could represent sarcasm through writing) little minion, ahem, I mean girl, Harley. 

So Lucy was just shoved in the midst of the chaotic mayhem those two called a life. Of course, Harley was in charge of raising the poor child, and she did the best that Harley could do, but it was only so much. But using their daughter as a pawn for their own schemes was also part of the packaged deal.

Yet again, it's not like Lucy knew of any other life. She was smart, but never received a proper education, other than countless ways to kill and manipulate people. But what her parents didn't know of was her photographic memory, it wasn't like she remembered absolutely everything she's ever witnessed, but she could learn from them. How else could she have been taught to read by people as deranged as her parents. 

The truth is, Lucy hated her parents. But, have you ever seen an eleven-year-old beat up seven men three times her size? Didn't think so.
