There's a difference between 'love you' and 'I love you'. 'Love you' is something you'd say to your friends, in a nice way. But it's not to be used lightly, for it can make someone confused.
'I love you' is something to say to someone you dearly love. Like a lover, that special someone. It shouldn't be used lightly, either.
