It was because her chakra element was water, and she thrived in Konoha, and is now thought to be talented, specifically in ninjutsu. Her father died when she was 9 and her mother died only two years after moving to Konoha.

Personality: Quiet but polite and kind, until you get to know her. Then she is sarcastic, brutally honest and loves to joke around. She isn't shy, but isn't sure how to approach people until they've approached her, she judges how to react by how they act to her. If they're mean, she'll be meaner but if they're nice, she'll befriend them with her easy going and laid back nature. In fights, she scoffs and mocks her opponent and enjoys making them feel inferior. She never blushes or gets flustered and she can sometimes come off as slightly condescending without meaning to. She can also be a little flirty, but only for fun more than anything else, or to gauge people's reactions.
