You have to understand the way that life works here.  in Harro boys and girls are kept separate until age 16 for the majority of the time.  occasionally we come in contact with each other. but those moments are extremely rare.  up until the age 11 we live at home with our families and amongst the people in our neighborhood.  on the 26 of the quarter month (months March, June, September, and December) following the 11 birthday of every child, they are sent to a boarding school selected for them by the government. Based on data collected on them and of course whatever is told by the necklaces. 

once a child is sent to school they see their parents only twice a year.  on a family day put in December to replace the olden tradition of a holiday, Christmas I think it was called, and on their birthday.  for the rest of the year they stay at their appointed school.  the girls never seeing the boys , the boys never seeing the girls. they do this to prevent over population by preventing teen interaction and relationships. 

many of you would see this as a very strange and oppressed away to live, but its not.  this is our utopia

they have proven this is the best way for us to succeed.  in our libraries we still have the books that show the horrors of the old teen lifestyle.  drama, worry, backstabbing, triangles, pregnancies, broken hearts and an insurmountable list of other things that made it difficult for everyone.  now there is none of that to worry about.
