The rick people on the out side to prevent riots and safe evacuation .
The only difference is you can come and go it is not a prison.there is no discrimination .
If you are different so be it no harm no foul . THE SAME GOES FOR PRISONS
all gates are electrified and we lave white noise for riots .
The control center is in the middle with the small felony crime prisoners ,
and farther out are the murderers this will help keep the prisoners from starting riots , and planning escapes .WE DO THIS TO KEEP EVERY BODY SAFE EVEN OUR PRISON IS ON A REMOTE ISLAND SO IF THEY ESCAPE WHICH IS UNLIKELY THEY WILL BE LIVING IN THE WILD ARES .
