Haru has been bullied for years, never had any friend, no parents, she always live by herself. She trained to protect herself from bad guys.
She is popular because she is an assassin, but she only kill people who done bad thing. Like murdering other people, thief, ect. If the crime is not too big she will make the victim experienced fast clean death so (s)he won't feel any pain. But if the victim had done so much thing that is wrong, than she will torture that person slowly till death. Well it depends on that person record of crime
Oh! And shadow is well known for all the hunter, but nobody has ever saw her face
