One clear morning a few weeks after district thirteen was destroyed, a voice rang throughout all the districts. " Good morning districts. President Cane has decided to create a series of games called the Hunger Games. In penance for their uprising, each district will offer up a male and a female between the ages of 12 and 18 at a public "Reaping". These Tributes will be delivered to the custody of the Capital. They will then be transported to a public arena, where they will FIght to the Death until a lone VIctor remains. Henceforth and forevermore this pageant will be known as The Hunger Games. May the odds be ever in your favor." Then all was silent.
