So basically this story talked about an investigator pursuing an assassin who only committed perfect crimes....or so it seemed. Thanks to some clues left by the killer, the protagonist manages to find the Hitman, only to discover a major conspiracy plot. The head of the police and the first minister were plotting with the assassin to eliminate their political enemies.
