"We should've expected this," I said to Audrey as she shook her head. We had to get to high ground quickly or we would all die.
The sea water was rising.

I awoke with a tingling feeling inside of me. I was in a modernized room full with new furniture and technology that I didn't know how to use. Around me were pictures of my brother, Louis. What in the world was happening? I quickly turned my head to see that outside there was snow falling slowly on the ground. There were also what appeared to be soldiers dressed in white uniforms. As I looked closer I saw that they were not normal. They were equipped with a high tech gun and an impact observing exoskeleton that would protect them. Their helmets glistened and shined bright with their sidelights of their helmets. I decided tp walk out of the house I awoke from, but not before I explored the house. The closet was full of aristocratic clothes I wouldn't regularly wear. There was also a hazard suit used in case of emergecy. The living room had a shimmering glass table with vibrant pink flowers as a center piece. It also had a rounded couch that surrounded a curved television set as wide as 80 inches. On tv I saw my brother addressing a powerful speech that blew me away.
I decided that I had explored the majority of the house and decided to go outside. Unfortunately i forgot about the soldiers and they surrounded me the second I got out.
"Have you been awakened?" they said in a stern tone. The way they sounded reminded me of a robot I used to play with as a child. I noticed that they were moving in a synchronized pace and acted like they were one person. Whatever was happening was not normal. All I could do now was answer their questions carefully.
"Um I guess? I don't know where I am or what's happening." I looked to them for an answer, but they just looked at each other and nodded their heads in a creepy silence.
"We will take you to Mayor Placentia."

During the walk to the Mayor's office the soldiers told me that they were Peacekeepers assigned to help awakened citizens in District 13. I was still confused about everything. District 13? Peacekeepers? I had to keep calm or they would probably hurt me. When we finally arrived I found a women sitting in a high lime green chair eating an apple. She wore way too much makeup that made her look pale and jet black eyeliner which outlined her hazelnut colored eyes. Her curly hair was goofed up and colored bright pink. As she stood up I saw that she wore a dress with frills and flowers. I could hear the sound of her heels as she approached me.
"I am Placentia Trinket, the mayor of our wonderful District 13. And um, if I am to ask, who are you?"
She talked with a sweet voice and a smile which made her seem fake. She was hiding something from me and I intended to figure out sooner or later.
"I'm Isaac Offylus." I looked up at her with prying eyes while she looked at me with a funny expression on her face.
"Silly, silly me. I don't think the memory wipe sucked up all your past life. Well that's too bad. Boys, take him to the hospital and request a brain wipe." Placentia smiled with satisfaction at her Peacekeepers. She sat back down in her chair and waved goodbye to me as I left like this was normal. At the moment she turned back around I heard a a long sigh and that's when I was positive that she was being forced to do this.
"I will find out," I whispered as I was shoved back outside.

I looked down at the cobblestone road on the way to the hospital the same way I used to do back in Florida whenever I was put in a situation. I tryed to recollect what I already knew so I could piece this all together. As I thought, I looked up for a second and saw a brown haired girl with striking green eyes. She was holding lots of books and seemed like she was in a hurry to get to somewhere. This didn't surprise me because Audrey was always late for everything. I ran up to her as fast as I could.
"Thank god you're here. I thought I was alone! Where is everyone?" Audrey looked at me with a quizzical look as if I said something wrong.
"Um, I think you're thinking of a different person. My name is Adrian not Audrey. Do I know you?" She kept a very calm expression the whole time she looked at me which was not like her. She was usually a shy and timid girl who ran away from people, but now she seemed relaxed and kept cool under pressure.
"You're joking right? Audrey it's me Isaac. I'm your best friend." As I shook her with my hands everything came rushing back at me in an instant. I saw my childhood and teenage years appear and disappear in an instant. Then I remembered what happened before I came here.

"We should've expected this," I told Audrey as shook her head. The sea water was rising more and more ever since wave one hit. Everyone expected this to happen but they never knew it would happen so quickly. All around the world, the topic of climate change was an important subject, but no one really came up with a solution. People went about with their daily lives as usual until wave one hit.
It was a bright and sunny day in Florida when it happened. The arctic and Antarctic were melting fast and no one could stop it. By the time the United Nations came up with an idea it was too late. The sea waters rose quickly and flooded most of the eastern border of America. Everybody moved west, hoping to get to the safe haven of the Rocky Mountains, but then wave two hit. The states bordering the gulf soon disappeared along with Washington D.C within the next week. With the government gone everyone tried to stay calm, but once wave three came insanity was upn us. Wave three demolished California and left it in beautiful underwater ruins.
Audrey and I moved very quickly to hopefully get to my brother, Louis, who was organizing shelters in the mountains. Six months later we arrived and found my brother. He had grown the last time I saw him. His goofiness was replaced with mature intellect leaving behind his childlike self in the past. Louis' face was full of worry and his eyes full of despair.
"Louis, it's me, your brother," I looked at him for an answer but he never turned around.
"Peacekeepers, will you please put him to sleep?" I didn't know what was happening. He couldn't have been talking about killing me, right? I just wanted to talk to him, but two peacekeepers held me tightly as another injected a fluid into my arm. As I fell to the ground I heard Louis say something.
"My plan is working well, by the time everybody awakens we will have already created the world I've always wanted, Panem." And like that I fell into a deep slumber.
