1. Open PicsArt > Draw > Blank > Set the size of the cover, *512×800*. Fill the template with your desired color.

2. After, tap the stack of papers at the down right part of the screen. Add an extra empty layer, so that it will became three layer, two empty layer and one with the color.

3. Next, upload the PNG at the first empty layer.

4. Next, on the second empty layer, put the shapes and you can see it on the box overlapping at circle, choose color, then fill the back part of the PNG.

5. After, you will see this three layers.

6. When all is clear, merge all the layers.
