By what the thing is, I shall tell you.
She is chained up and by that is the mark that Xander has given her when they first meet. She is chained to the mark as it allows Xander to sense her where she is when he wants to know and she hates it. It's like being chained to it and that is like taking away her freedom to do what she wants.
