This is just a guide for some people who may not be familiar with the racing flags.

Yellow Flag: Slow, this is used for the first lap of races, or when a crash happens and other racers have to go slow around the area.

Green Flag: Go. As fast as you want (well... sort of... you can't be going 10 while everyone is going 200, ya know?), just go.

Red Flag: Stop.

Blue Flag: A faster racer is on your tail... like literally on your tail... so move out of the way and let the faster racer go in front.

White Flag: One lap remaining

Black Flag: Used to summon a driver to the pits. For a penalty. In IndyCar that can be for having too slow of a minimum speed to trying to crash another person's car.

These are the main ones, if any others are mentioned in the story, they will have the desription of what it means with them.
