Because Rohan's Rohan, he likes to do really annoying things and pass it off as performance art. Such as playing Careless Whisper on the melodica at three in the morning and sending it to all of his snapchat contacts. Of course, nobody's really pleased about this, especially not Jotaro. But he doesn't respond in usual "punch stuff, ask questions later" fashion.
