This story, along with the rest of the stories in the timeline does not take place in the past, but in an alternate universe where psychic powers are common. It is still the year 2017, and although psychic powers have impacted some forms of technology (for example, war is still fought with swords and bo staves because with psychic powers, there's no reason to have guns or tanks, knowledge of medicine is rather bad because psychic healers are the main doctors), a lot of our modern tech exists. Skyscrapers and modern houses exist, as shown when skyscrapers in Chang An are mentioned.
