Ok so hear me out. Look at the goat in the pic. See it's eyes? Looks like the eyes someone has when Bill posses them. So what if Bill has been watching them longer then they thought. What if the reason why he is the all knowing when it comes to them is because he's literally ALWAYS there! I know, stupid right? But just fuck logic and think for a second about it.
