Okay so I don't think that Shiro is a full clone. I think that the Galra did something to him to make his demeanor more.. rude. Because if it was the Space Dad we know and love from the beginning, he would have never lashed out at the crew like that. Ever.

But he did apologize for it afterwards, making me think that later he realized what he had done was wrong, and that something wasn't right about his behavior.
