It's really hard for people to tell if we're serious or not. Unless your really close to a Capricorn or is around them long enough to know their mannerism (like family). The reason you won't know is b/c we joke a lot, and our tone may sound the same depending on what we say. So if he or she says their serious and your not sure (bc of the tone) then just ask. B/c if you think he or she is joking when they say their not but you think (assume) they are just b/c they joke a lot and is barely ever serious....
