Being sociable almost guarantee you a spot in people's mind so do popular or loud people, only as good or bad impressions. This means people might think of you first when the topic related to you arises.
Normal people or self-conscious people to be more exact, take minute actions to avoid trouble or potential conflicts, this makes them seem to be more inactive and not noticeable even though their personality could be somewhat decent as easy going, however people base their thoughts base on outward impressions and in overall these people are overlooked.
Quiet people, on the other hand, might be introverts and doesn't like social interaction, may find themselves being noticed more often than they want to, because of the whole noble and kind attitude people more specifically the popular people(strictly excluding genuinely kind people) like to adopt whenever the opportunity arises. The popular people somehow subconsciously become conscious of these people and then these quiet people might be included more often in the popular people groups.
Now then isn't it weird that the society has mold in a way that mainly the two end of the spectrum gets included while the neutral, normal party always seems to get excluded.
