Steve Rodgers hesitated outside of stark towers not sure what to say but he knew he needed iron man.

"Mr. Stark you have a visitor" came the voice of tony's secretary through his intercom.
"I'm busy right now" said tony before his office door opens.
"I said I'm busy" said tony looking at his door shocked to see.
"Steve what do you want"
Steve closes the door behind him.
"We need to talk tony"
"About what my reputation being destroyed my company's stock falling, or did you just come to gloat" said tony bitterly.
"No I came to talk about what we do from here" says steve.
"What we?" asked tony.
"Us the avengers" said steve.
"Even after everything thats happened we still have a job to do and we need you to do it"
Tony just shakes his head.
"You don't get it do you stanford was just the start more people will die with out supers being kept in check" said tony.
"And people die when you tried to do that" said steve.
Tony slammed his hands on his desk.
"I know that I never wanted to hurt anyone but to secure our future some things are necessary!" snapped tony.
"Thats alway been your problem tony the future can't be controlled no matter how much you prepare, plan, or build what will happen tomorrow with happen whether you want it to or not" said steve.
"So for once just look at what is happening now people are afaid, heroes feel betrayed, criminal think they do what ever they want that is whats happening today tony" says steve looking him dead in the eyes.
"And we need to fix it"
Tony shakes his head again.
"There's no way to fix it Steve" says tony sadly.
"That is were you are mistaken tony" said a voice behind the office door.
As the door opens bruce and naruko walk in.
"Bruce what are do you want" says tony his finger on a button to summon his armor.
"Calm down tony if I wanted to kick your ass again I would've done it already " said bruce.
"We came here to make a proposal" said naruko.
"And what proposal is that?" asked a confused Tony.
"Tony in some way you were right there needs to be a way to regulate heroes but forcing them to serve you isn't the way" says bruce.
"We talk and have a plan called the 50 states initiative a team place in every state" said steve.
Tony was shocked to hear this.
"Yeah but how does that help?" asked tony.
"Simple each team will be independent so no one team can gain to much power and can by kept in check by other team should they fail or abuse their position" says steve.
Tony thinks about this it may not be what he wanted but at this point it's the best he was going to get.
"Okay not a bad plan but why do you need me"

"Stark I may not know you well but even with your deplorable action I never sensed any malicious intent from you so you do wish to help people" says naruko.
"She's right tony your still an avenger and we need you to make this work" says steve.
"Fine so tell me about this plan" says tony sitting down.
